According to "Maximum Votes a person can put on a single bug" at http://www.bugzilla.org/docs/4.2/en/html/voting.html, bugzilla can be configured to allow users to assign more than 1 vote per issue. While voting may not influence action on a given issue, it can at least provide a valuable metric to understand value and importance to the community.

Reassigning to Walter. He and Andrei have sufficient privileges to setup whatever voting config they want in bugzilla. It's not up to me to decide what it should be.

This issue is about allowing multiple votes per issue so users can quantify the importance of an issue relative to others. Increasing users' quota is great, but doesn't resolve this issue.
