There’s a bug in Phobos date.d. In getLocalTZA you skip the case where the return value from GetTimeZoneInformation is TIME_ZONE_ID_UNKNOWN. The documentation says: Windows Server 2003, Windows XP/2000/NT: This value is returned if daylight saving time is not used in the current time zone, because there are no transition dates. This screws you up in India, since there is no daylight saving time here.
