Affects only Colorizer and Intellisense tabs and Colorizer only if it's currently selected.

I noticed this, too. I think this happens in VS2013 only. You could not resize in VS2010, and I didn't use V2012 very often, so I'm not sure about it. Even the C++ settings misbehave sometimes, though not as bad. I've seen options being moved up so only the lower half was accessible.
