curl32mscoff.lib is missing from the default installation.

Commit pushed to master at https://github.com/dlang/installer https://github.com/dlang/installer/commit/04d3fc691228de76e3bf94f50dddaaed8f5736f2 add pre-built mingw coff libs and lld-link.exe - build on appveyor using the build-mingw-libs and build-lld branches - also fixes Issue 15131 - curl.lib is not available in 32 bit mscoff format
