Verified, it is only missing from Windows make files. Not Posix.

I want to note that this is a systematic error b/c the Windows makefiles require too much manual editing, and people always forget to update things in more than 1 place. We're still looking for someone to make our posix.mak makefile compatible with gmake.exe on Windows.
