Ifs it's with coveralls.io or some other service, on each Phobos PR, the reviewers should be able to see the impact the PR has on the coverage percentage. This would allow for a "ratchet" effect, where no loss in percentage is accepted and any decrease must be first offset by a larger increase in percentage covered.

How about using Travis and uploading the results to coveralls.io? Should be possible with doveralls https://github.com/ColdenCullen/doveralls

With CodeCov the reviewers are now warned of the coverage decreases and they can even install the browser extension (or click on the link) to see a diff with annotated coverage information.
