It would be quite nice if the autotester would immediately pick up open PRs by receiving hooks from github.
This issue originates from my idea to add Travis CI to the Phobos CI setup.

Needs more explanation because it does. The auto-tester knows about new pulls and updates to pulls as soon as they occur, modulo delays w/in github's notification delivery infrastructure.
At least the one labeled 'auto-tester' in the github status.

We can't replace the auto-tester b/c of all the other platforms we're testing.
A big delay in the auto-tester is caused by a lack of github hooks, sth. that is relatively easy to fix.
