Whenever I try to search for issues, if I set the status to RESOLVED it always comes up empty.

Works for me. You have to adjust the "Resolution" field. By default, "---" is selected there, which means no resolution. But all RESOLVED issues have Resolution set to something else. Either deselect "---" so that nothing is selected, or select some or all of the possible resolutions (FIXED, INVALID, etc.).
