CLOCKS_PER_SEC yields 1_000_000 nowadays on OSX. The definition in core.stdc.time sets it to 100, though.

fix Issue 19046 - OSX: bad value for core.stdc.time.CLOCKS_PER_SEC seems to have been switched from 100 to 1_000_000 with OSX 10.4/10.5
