Bug 19565 – D 2.084 breaks Botan building

Botan fails to build with D 2.084, while it builds properly with 2.083.1 and earlier. I've reported an issue in Botan at first: https://github.com/etcimon/botan/issues/49 The discussion in this issue suggests that the problem is actually in druntime. It looks like this commit is the cause: https://github.com/dlang/druntime/commit/0fe98729034a2d7bc76bfc81c25e9dbd1f3d560a
