While implib has the purpose to create OMF import libraries for DLLs, llvm-dlltool.exe has the purpose to create COFF (x86 and x86_64) import libraries for DLLs. Could you consider to either add this executable to the DMD windows release or to make it easily downloadable from the "Other download" section on https://dlang.org/download.html? While searching the tool on web, it is quite hard to find it. At the end I found it in this tar archive https://msys2.duckdns.org/package/mingw-w64-x86_64-llvm?repo=mingw64 which is not that easy to extract on windows. The executable has a size of 20 MB and 5 MB within a zip file. Maybe we just zip it and provide the link on "Other download" to not increase the size of DMD too much?
