There are two problems. The first is the clock on the test machine is off by two days. The second is the error message about conf not being found is utterly irrelevant to the PR.

Both issues look like Azure bugs (the missing conf is caused by an missing DMD environment variable).
Also the log is not available anymore, should probably save them here in the future.
