Bug 20977 – Move phobos to semver

As part of the discussion on the forum here: https://forum.dlang.org/post/[email protected] there was a discussion that it would be a good thing to move phobos to semver (semantic versioning). Some reasons that motivate this change are: 1) The release schedule for phobos is linked to that of DMD. Improvements in phobos must wait until a DMD release. 2) The version of phobos is linked to that of DMD. In other words, it is difficult to use a new version of the compiler and an old version of phobos. 3) Improve use of phobos as a dub package 4) Make it easier to change phobos API 5) Reduce risk of breakage
