Number of people are using issue tracking system. Because of that CC and Reassign lists on issue page are quite long. This causes issue pages to be over 150k long. Could it be possible to move names and email into .js file that would dynamically fill CC and reassign fields? (I don't suppose anyone is sending new issues from a text browser, so it shouldn't be a problem). .js file would probably be cached by browser and this way issue pages could be < 20k.

Turned off the user list feature. Bugzilla doesn't have any other options. If you want bugzilla to support something more interesting, I suggest submitting patches to the project.
