2204 const IFTI fails sometimes with more than one parameter 1961 Allow "scoped const" contracts (*) 1644 Template instantiation should automatically cast to const... (*) * only one of these two must be satisfied.

I disagree to some extent that it is fixed, as 1644 only can be considered a workaround for 1961.
