When a toHash is generated by the compiler it is not exported on Windows. This was discovered due to my own toHash not being const.

During testing I was actually using LDC when I hit this, so it may not in fact be a dmd bug. But after looking at dmd.clone, I'm not seeing anything obvious stating that these generated functions are indeed getting added to the export table. So I'm going to leave it open, because this very likely does need to be done.
