Created attachment 565 Patch. Tested on Ubuntu x86_64 - all ok. Function uses localTZA variable, that don't changed to real, user local TZA. Best solution - set localTZA in constructor of module. See the patch. Also, i've deleted dummy function.

std.date has been superseded by std.datetime.
