The encoding requirements of sc.ini and dmd.conf are undocumented.

Created attachment 41 sample dmd.conf files Attached are two sample dmd.conf files that meet all requirements found on http://www.digitalmars.com/d/dcompiler.html but aren't treated correctly by DMD. The issue becomes more pressing for stettings like DFLAGS="-version=รก". UTF-8, encoding of the local shell or ... ?
