Since rdmd binaries are included in releases, the source for rdmd should also be in the releases.
This will make things easier for people who need to recompile the binaries (for instance, if they have an older glibc), and will make it easier for automated DMD-building tools to recreate a proper "rdmd included" environment.

I think it is, in tools git repo: dmd/tools/rdmd.d
