BitArray.opApply has signatures for (ref index, ref value) and (ref value) traversal, but it both do not work on const bit arrays. Of course assignment via ref parameter is not allowed, but traversal of the 0's and 1's is a common operation.

Seems to work now, I can also see there's const versions of opApply.
