Object page http://dlang.org/phobos/object.html#destroy describes destroy() as a function having prototype "const void destroy(void* p);", however it is a templated function with several constraints, none of which match declared prototype.

No, you are looking at the wrong destroy. Do a search for destroy on the page and you'll find the right one. It's a little unfortunate that Ddoc isn't smarter than this.
